The overall security of the society must be improved

Wellbeing, democracy and stable institutions generate trust in society. Functioning administration of justice is an important part of internal security and reflects the stability of the entire society. Also the desire to participate in society arises from trust. Protecting the overall security of the society requires both constant development of the rule of law and sufficient investments in the police, the defence forces, and other security-increasing activity.

We will improve victim support services and compensations

In criminal investigations and court proceedings, the support for victims and complainants must be further improved so that their rights are observed better and without hindrance. The extent and collection of compensations must be improved. Compensation for suffering can be sought from the defendant through legal proceedings but if they do not pay and it cannot be collected by way of enforcement, the victim gets no compensation.

We will safeguard the resources of the police and the rescue services

The number of police officers will continue on a sustainable upward trend. Increasing the number of police officers alone is not enough, and as for resources, it is also important to consider new tasks, equipment and material needs as well as facility and ICT needs of the police.

Also, increases in the resources of investigation of financial crime, in particular, must continue. To accelerate the investigation of financial crime, cooperation between the Tax Administration and the police must be improved, as impeding financial gains is the most effective method, particularly in the prevention of organised crime. Cooperation between the police, customs, and the border guard should be increased.

The capacity of authorities to address particular current phenomena, such as organised crime, cyber harassment, and juvenile street gangs, must be strengthened. The operating conditions for multi-professional Anchor-work, connecting the police, youth work, social services, and the school, must be ensured. Overall security is guaranteed not only through resources but also functioning administrative cooperation, up-to-date legislation, and appropriate sanctions.

Emergency calls are responded to swiftly everywhere in Finland, and the services of security authorities are always available quickly and close by, when necessary. The operational resources of emergency response centres, sufficient staffing, and the psychosocial support required by the staff will be ensured.

The reform of the rescue services as part of the health and social services reform will be monitored and the functioning, regional coverage, and sufficient funding of the rescue services are safeguarded. Student intake in the rescue services should correspond to the implementation of the tasks specified in the Rescue Act. This calls for doubling the student intake and providing sufficient funding for the training reform.
